The cost of labor has skyrocketed in recent years, driven by shortages in the construction workforce. There are more than 11 million unfilled jobs in America today. Foreclosures have been low in recent years, but in downcycles, foreclosed real estate owned by the federal government has been a more substantial percentage of the overall market.

These homes are far too often sold to investors who can pay cash and close quickly, but the unintended consequence of this is a lower national homeownership rate. During the Great Recession, nearly six million homes were lost to foreclosure. During that time the national homeownership rate dropped nearly six percentage points.

Government-owned homes are an excellent opportunity for first-time homebuyers, and an important chance to improve minority homeownership in particular. The government should sell homes exclusively to people and families who will live in them and should sell homes in need of repair to non-profits, who will rehab them and in turn sell them to owner-occupants.

An idea that has been floating around housing circles is based on the theory that there are millions of would-be sellers of existing homes who, because of capital gains taxes, simply cannot afford to sell their homes. Older homeowners may not need as large a home as they once did.

Empty nesters, who would be better off living in smaller dwellings or retirement communities, face huge tax bills if they sell their homes that are probably worth six times what they paid for them 40 or more years ago.

Eliminating capital gains taxes for sellers who sell their home to an owner-occupant could add a few million homes available for new homeowners over the next two decades. It is going to require a concerted effort by a legion of stakeholders and policymakers at the local and national levels to make it happen.

One increasingly popular policy that should be avoided, on the other hand, is rent control, which has been repeatedly found to perpetuate the very problems housing shortages and higher prices that it is ostensibly intended to solve.

To better align incentives, affordability subsidies should be the exclusive purview of state and local governments.

But if we must take federal subsidies for housing affordability as a given, states and cities could be required to relax restrictive zoning measures to qualify for HUD subsidies. Finally, governments should remove disparate regulatory burdens on manufactured housing. Thus, Congress should take action to eliminate requirements mandating that manufactured housing be attached to an unnecessary, permanent chassis.

Meanwhile, local governments should review and overhaul relevant regulations to ensure that manufactured housing is treated the same way as other housing types. At the state and local levels, policymakers must continue to find ways to relax zoning and building requirements and reduce permitting costs.

While policymakers work to reform zoning to accommodate traditional housing, they should also pay close attention to existing barriers to housing innovation and work to identify and eliminate them.

Because any given zoning regulation exists within a broader context of many and varied restrictions on building height, size, and design, a comprehensive approach to state and local regulatory reform is necessary for success.

This could mean that some borrowers use other kinds of financing, such as personal property loans, which can have less favorable rates and terms. Our September report found that HUD and several other federal agencies have taken steps to make manufactured housing loans more affordable.

But HUD has not fully implemented proposed changes that would improve homebuyer access to loans for manufactured homes. We recommended HUD implement planned changes, including establishing time frames and milestones for its actions, to provide additional financing options for manufactured homes. Both factors help affordability conditions by bringing down monthly payments.
